Healthy Homes Damp Inspections NZ

In short

DampApp Pro helps New Zealand landlords and inspectors document ventilation and moisture conditions: on-device dew-point and psychrometric analysis, timestamped photos (EXIF-derived where available), and full watermarked PDF reports generated offline on the generous free tier. Pro optionally adds cloud sync and white-label PDF branding.

Official source and scope

Tenancy Services identifies the Healthy Homes Standards as minimum rental standards for heating, insulation, ventilation, moisture ingress and drainage, and draught stopping. Exemptions can apply, so confirm the current standard and the property’s circumstances before relying on a report. DampApp Pro records observations and is not a compliance determination.

Tenancy Services: Healthy Homes Standards

New Zealand's housing stock and cool, damp winters make condensation and indoor moisture a common problem, particularly in older, poorly insulated homes. Since the Healthy Homes Standards took full effect, that moisture has a clear regulatory context — and inspectors need a consistent way to record it.

The Healthy Homes Standards

Since 1 July 2025, all private rentals in New Zealand must comply with the Healthy Homes Standards. The standards cover five areas: heating, insulation, ventilation, moisture ingress and drainage, and draught stopping. Two of these — ventilation and moisture ingress and drainage — sit directly in the damp and mould domain, and are exactly what DampApp Pro is built to document.

1. Ventilation and moisture evidence

Record observations on ventilation provision and moisture ingress against the relevant Healthy Homes areas, with structured notes and supporting photos in a single report.

2. On-device dew-point and psychrometrics

Enter dry-bulb temperature and relative humidity to calculate dew point on the device, helping you explain why moisture is condensing on cold surfaces in a winter inspection.

3. Timestamped offline reports

Every photo carries its EXIF-derived capture time (or attachment time when EXIF is unavailable), and full watermarked PDF reports are generated on the device without any mobile reception on the generous free tier. Pro optionally adds cloud sync and white-label PDF branding.

Part of a worldwide shift

New Zealand's Healthy Homes Standards are part of a wider international move toward enforceable rental housing-condition standards. England's Renters' Rights Act 2025 provides for Awaab's Law and a Decent Homes Standard to reach private rentals in a later phase whose start date remains to be confirmed. Other markets operate their own habitability and minimum-standards regimes; the common thread is dated, evidence-based condition reporting.

Healthy Homes damp inspection — FAQs

Which Healthy Homes Standards relate to damp and mould?

The Healthy Homes Standards cover five areas — heating, insulation, ventilation, moisture ingress and drainage, and draught stopping. Two of these, ventilation and moisture ingress and drainage, sit directly in the damp and mould domain. New builds and alterations are also governed by Building Code clauses E2 (external moisture) and E3 (internal moisture). Confirm the current requirements that apply to the property.

When do New Zealand rentals have to meet the standards?

Compliance has been phased in, with all private rentals required to meet the Healthy Homes Standards from 1 July 2025. Landlords and inspectors should confirm the current dates and any extensions before relying on them.

How does DampApp Pro document ventilation and moisture?

You record structured observations on ventilation provision and moisture ingress, attach photos with EXIF-derived capture times (with attachment-time fallback), and enter temperature and relative humidity so the app calculates dew point on the device — helpful for explaining winter condensation on cold surfaces.

Does it work offline during a winter inspection?

Yes. The generous free tier supports full offline surveys and watermarked PDF export with no mobile reception. Pro optionally adds cloud sync when you reconnect and white-label PDF branding.
